Wait Lists

A wait-list item goes to Prio 1 first. Prio 2 only counts when nobody in Prio 1 reserves it, and if nobody on either list reserves it, the item's normal priority applies. Each character may put only one SR on a wait-list item. Wishlist is people asking to be added (no effect on the check) and Awarded is people who have received it and should not reserve it again. Lists are by character, not by player.
